Every dictation tool I tried picks a language when the recording starts and holds it for the whole utterance. Say one sentence in your other language and it either writes that sentence out in the first language or quietly translates it, without telling you.
Holos identifies each sentence on its own, because a pause is where a bilingual actually changes language. Nothing is configured and no setting is switched. It simply keeps up.

Wispr Flow sends your audio to their servers to transcribe it. That is not a criticism, it is how the product works, and they publish real compliance paperwork for it.
Holos does not send audio anywhere. It is never written to disk and never transmitted. Two things do touch the network and it is worth saying so plainly: a one-time model download the first time you use a language Apple's own engine does not cover, and a once-a-day check for a new version that sends no identifier and can be switched off. Beyond those, point Little Snitch at it and see for yourself.
